Who handles applications in India

Japan visa applications in India are submitted at VFS Japan Visa Application Centres, which pass them to the Embassy of Japan, New Delhi or the Consulates General in Mumbai, Chennai, Kolkata and Bengaluru according to jurisdiction. VFS states it plays no role in the decision. Each consulate decides applications only from residents of its jurisdiction (e.g. Bengaluru: current residents of Karnataka; Chennai: Andhra Pradesh, Tamil Nadu, Telangana, Puducherry; Kolkata: West Bengal, Bihar, Jharkhand, Odisha); applicants whose passport was issued elsewhere must show address proof. Documents should be arranged in checklist order, photocopies on A4 only.
