On the official Visit Saudi visa tool, an Indian national with no US/UK/Schengen visa or residence and no GCC residence can choose a Package Visa (instant eVisa bought through licensed travel agencies), an Embassy/Consulate/Tasheer visa, or a Transit/Stopover visa. Indians holding a valid US, UK or Schengen tourist/business visa (used at least once, with a physical entry stamp) or a UK/US/EU permanent residence permit can get an eVisa on the KSA VISA portal or a visa on arrival.
