Which France Consulate Covers Your State? India Jurisdiction

France's visa work in India is split between the Embassy in New Delhi and Consulates General in Mumbai, Bengaluru, Puducherry and Kolkata, each with a fixed list of states and union territories. You still apply through France-Visas online and submit at a VFS Global centre.
Key takeaways
- France has five posts that examine visas in India: the Embassy in New Delhi and Consulates General in Mumbai, Bengaluru, Puducherry and Kolkata.
- Hyderabad and Chennai have a Bureau de France, which sit under the Bengaluru and Puducherry consulates respectively.
- The New Delhi Embassy's area also includes Nepal, and the Kolkata consulate's area includes Bhutan.
- You apply online on France-Visas, then submit and give biometrics at one of 18 VFS Global centres and service points.
- Applications must be lodged in the country where you legally reside.
The lists below are the territorial (consular) jurisdictions published on in.diplomatie.gouv.fr, as published on the official sources, checked on 2026-10-15. France-Visas confirms that visa applications in India are examined by the Embassy in New Delhi and the consulates in Mumbai, Puducherry, Kolkata and Bengaluru. For fees, documents and timelines, see our France visa guide for Indians.

Find your state: quick A to Z lookup
If you only need a one-line answer, find your state or union territory here.
- New Delhi Embassy: Chandigarh, Delhi, Haryana, Himachal Pradesh, Jammu and Kashmir, Ladakh, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand.
- Mumbai: Chhattisgarh, Dadra and Nagar Haveli, Daman and Diu, Goa, Gujarat, Madhya Pradesh, Maharashtra.
- Bengaluru: Andhra Pradesh, Karnataka, Telangana.
- Puducherry: Andaman and Nicobar Islands, Kerala, Lakshadweep, Puducherry, Tamil Nadu.
- Kolkata: Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura, West Bengal.
Two pairings surprise people. Tamil Nadu and Kerala fall under Puducherry, not a consulate in Chennai. Telangana and Andhra Pradesh fall under Bengaluru, not Hyderabad.
Do Hyderabad and Chennai have a French consulate?
Not a Consulate General. Each city has a Bureau de France attached to a consulate:
- The Bureau de France in Hyderabad belongs to the Consulate General of France in Bengaluru.
- The Bureau de France in Chennai (6th Floor, Bannari Amman Towers, 29 Dr Radha Krishnan Salai, Mylapore) belongs to the Consulate General of France in Puducherry.
Applicants in Hyderabad and Chennai still lodge visa files at the local VFS Global centre. The Bureau de France is not where you hand in a visa application.
Does your consulate decide where you submit your file?
You never submit a France visa file at the Embassy or a consulate counter. VFS Global is the exclusive service provider for the Government of France for visa applicants in India, Nepal and Bhutan. The process runs in three stages:
- Complete the online application on France-Visas, whose visa wizard tells you the visa type, documents and fee.
- Book a VFS appointment with your France-Visas reference number and the correct appointment category.
- Attend a VFS centre in person to submit documents and give biometrics. VFS then sends the file to the French post that takes the decision.
VFS lists 18 locations for France: Ahmedabad, Bengaluru, Chandigarh, Chennai, Cochin (Kochi), Goa, Hyderabad, Jaipur, Jalandhar, Kolkata, Mumbai, New Delhi, Puducherry and Pune, plus temporary service points in Coimbatore (Saturdays), Guwahati (Fridays), Mangalore (Saturdays) and Vishakhapatnam (Saturdays). Our record does not state a rule on lodging at a centre outside your consular area, so check the France-Visas India page before booking a slot in another region.
Opening days differ between official pages
On 15 October 2026 the two official sources did not match for some centres. VFS lists Chandigarh, Jalandhar and Jaipur as open Monday to Friday, while France-Visas shows Chandigarh and Jalandhar submissions on Tuesday and Thursday and Jaipur on Tuesday and Friday only. VFS lists Goa as open Monday to Friday, 09:00 to 15:00 by appointment, while France-Visas shows it closed. Confirm the day on your VFS booking screen.
Who can walk in without an appointment?
Three groups may walk in at the New Delhi, Jalandhar, Chandigarh and Jaipur centres: holders of diplomatic or official passports, spouses of French citizens, and family members of EU citizens. Everyone else books online: VFS states that France appointments are booked online only.
What if you live outside India, in Nepal or in Bhutan?
France-Visas requires you to lodge your application in the country where you legally reside. An Indian citizen working in Dubai or Singapore therefore applies to the French consulate or its provider there, not to the office that covers their home state in India. Residents of Nepal fall under the Embassy in New Delhi, and residents of Bhutan under the Consulate General in Kolkata.
Jurisdiction mistakes to avoid
- Writing to the Chennai or Hyderabad bureau about a pending visa file; track it through VFS or France-Visas instead.
- Picking the wrong appointment category on the VFS site; VFS asks you to book under the category that matches your France-Visas application.
- Applying in India while legally resident abroad.
- Assuming a temporary service point is open every day; Coimbatore, Mangalore and Vishakhapatnam operate on Saturdays and Guwahati on Fridays.
Whichever office examines your file, the fee is the same 90 euros for adults, and the general rule is a decision within 15 calendar days of lodging, which may be extended up to 45 calendar days in individual cases. European Commission data puts the refusal rate for Schengen applications lodged at French consulates in India at 15.3% in 2025 (31,058 visas not issued; 204,184 applications lodged); that figure covers all French posts in India together.

Frequently asked questions
Which French consulate covers Goa?
Goa falls under the Consulate General of France in Mumbai, along with Maharashtra, Gujarat, Madhya Pradesh and Chhattisgarh. VFS lists a Goa centre open Monday to Friday by appointment, but France-Visas showed it closed on 15 October 2026, so check before booking.
Which French office covers Telangana and Hyderabad?
Telangana and Andhra Pradesh fall under the Consulate General of France in Bengaluru. Hyderabad has a Bureau de France linked to that consulate, and a VFS Global centre where you submit the visa file.
Can the French consulate in Puducherry accept my visa file directly?
No. VFS Global is the exclusive service provider for France visa applicants in India, so files are lodged at a VFS centre, including the one in Puducherry. The consulate takes the decision after VFS forwards the file.
Which office handles Jammu and Kashmir and Ladakh?
Both union territories fall under the Embassy of France in New Delhi, which also covers Delhi, Chandigarh, Punjab, Haryana, Himachal Pradesh, Rajasthan, Uttar Pradesh and Uttarakhand, as well as Nepal.
