## TL;DR

Croatia's refusal rate for Schengen applications lodged in India was 29.2% in 2025 (European Commission data). The Embassy of Croatia states the reasons on each refusal form but publishes no breakdown. Its checklists point to avoidable risks: late filing, changed bookings, non-compliant photos, unexplained visa history and stale financial documents. Appeals go in Croatian within 15 days.

## Key takeaways

- Refusal rate for Schengen applications lodged at Croatian consulates in India: 29.2% in 2025 and 26.5% in 2024 (European Commission).
- Each refusal form states the reasons; a complaint must be filed through the Embassy, in Croatian, within 15 days.
- Tourist files with less than 45 days to travel (business: 60 days) are not accepted.
- Changing accommodation after submission delays processing and, after issuance, can lead to revocation.
- Photos that do not meet the specification make the application incomplete.

**The Embassy of Croatia in New Delhi states the grounds on each refusal form, and Croatia's published visa pages give no breakdown of reasons. European Commission data puts the 2025 refusal rate for Schengen applications lodged at Croatian consulates in India at 29.2%. Croatian checklists point to avoidable risks: incomplete files, late applications, changed bookings and gaps in financial proof.**

## Article

This fix list draws only on the Embassy's checklists published through VFS Global, the VFS one-pager and Commission statistics, as published on the official sources, checked on 15 October 2026. Fees, centres and categories are on our Croatia visa guide for Indian citizens.

### How often are Croatia visas refused in India?
The European Commission publishes Schengen visa statistics by consulate. For applications lodged at Croatian consulates in India, the figures are:

YearRefusal rateVisas not issuedApplications lodged202529.2%7092,615202426.5%6062,315The rate is the Commission's own measure for short-stay Schengen applications at those consulates, across all purposes of travel. It describes past decisions only and says nothing about any individual file.

### Does Croatia tell you why you were refused?
Yes. The refusal form states the reasons in your case. The official sources we checked give no overall list of the most common grounds for India, so the checklist is the best guide to what the Embassy expects.

You can file a complaint (appeal) against the refusal within 15 days of receiving the decision. It goes through the Embassy, must be written in Croatian, and requires payment of a consular fee.

### Which problems stop a file before it is assessed?
Some errors do not lead to a refusal on the merits; they stop the application at the door or leave it incomplete.

- Applying too late. Tourist applications with less than 45 days to travel are not accepted, and business applications need at least 60 days, per the Mission's instruction. Standard processing for tourists is 45 calendar days from receipt at the Embassy.
- Not attending in person. Since 9 April 2025 personal appearance is mandatory at submission for all Croatian C and D visa categories.
- Non-compliant photos. Photos must be 35 x 45 mm in colour on a light or white plain background, with the head about two-thirds of the photo but not higher than 36 mm and eyes at least 8 mm apart. Photos that miss the specification make the application incomplete.
- Form not signed correctly. The online form from crovisa.mvep.hr must be signed personally in field 37 and on the last field.
- Passport problems. It must be issued within the last 10 years, valid at least three months beyond the requested visa, with two empty pages back to back and no alteration to the data page.

The VFS one-pager asks for reservations of flights and hotels, not confirmed bookings, while the 2026 tourist checklist asks for valid return flight reservations or tickets. Follow the latest checklist on the VFS Croatia page on the day you file.

### What should you do after a refusal?
Start with the refusal form, because it is the only official statement of what went wrong in your case. Then choose one of two paths:

- Appeal within 15 days, in Croatian, through the Embassy, with the consular fee. This suits a refusal you believe rests on a misunderstanding of documents you already supplied.
- Prepare a stronger new file that answers every ground on the form, for example a clearer cover letter, a fresh bank statement or a corrected accommodation record.
The Embassy can also ask for additional documents, certified translations or apostille, or call you for an interview, so keep originals ready either way.
