## TL;DR

Singapore's Ministry of Manpower charges an application fee and an issuance fee for every work pass: SGD 105 and SGD 225 for the Employment Pass, SGD 105 and SGD 100 for the S Pass, and SGD 35 and SGD 35 for the Work Permit. The employer or its agent applies and pays the application fee, and MOM publishes no rupee amounts.

## Key takeaways

- Employment Pass: SGD 105 application fee and SGD 225 issuance fee, plus SGD 30 for each Multiple Journey Visa if applicable.
- S Pass: SGD 105 application fee and SGD 100 issuance fee.
- Work Permit: SGD 35 application fee and SGD 35 issuance fee per permit.
- Your employer or its employment agent applies to MOM; Singapore's missions in India do not process work passes.
- The EP needs a monthly salary of at least SGD 5,600 and the S Pass at least SGD 3,300, rising with age.

**According to Singapore's Ministry of Manpower (MOM), an Employment Pass costs SGD 105 to apply plus SGD 225 when issued, an S Pass SGD 105 plus SGD 100, and a Work Permit SGD 35 plus SGD 35. The employer or its employment agent files and pays the application fee; MOM publishes these fees in SGD only.**

The figures below are as published on the official sources, checked on 15 October 2026. MOM gives no INR amounts, so the rupee cost depends on the exchange rate on the day of payment. For visit visas, Authorised Visa Agents and centres, see our Singapore visa guide for Indians.

### What does each Singapore work pass cost in 2026?
Every MOM pass has two charges: one when the application is filed and one when the pass is issued after approval. A rejected application does not reach the issuance stage.

Unlike the other three, the candidate can apply directly, and it has no stipulated minimum salary.

### Who pays the fees: you or the Singapore employer?
MOM states that the EP, S Pass and Work Permit application fees are paid by the employer or the appointed employment agent when applying. You, the candidate, do not file the application. Your role is to give written consent and supply your documents, such as your passport's personal particulars page and qualification proof if the employer claims COMPASS points for it.

The issuance fee is charged per pass when it is issued. For the EP, the employer issues the pass online after you arrive. MOM's fee table does not say whether the employer may pass any cost on to you, so settle that in writing with your employer before you sign the offer.

One more point for Indian candidates: the High Commission in New Delhi and the Consulates-General in Mumbai and Chennai do not process work passes. A work pass is therefore not something you apply or pay for at a mission or Authorised Visa Agent counter in India.

### What salary must you earn to qualify?
Fees matter less than the salary floor. A candidate who misses MOM's qualifying salary is not eligible, whatever else is in the file.

A fixed monthly salary of at least SGD 22,500 exempts the role from COMPASS. The 5-year EP for experienced tech professionals needs at least SGD 10,700 a month for candidates aged 36 and below, rising to SGD 14,270 at 45 and above.

### Which costs are not in MOM's fee table?
The application and issuance fees are the only amounts MOM lists as pass fees. Several other employer obligations come with the S Pass and the Work Permit, and their amounts are not in our official record:

- Levy and quota. S Pass employers are subject to a quota and a levy. Work Permit employers are limited by a sector quota and pay a monthly levy.
- Medical insurance. The S Pass employer must provide medical insurance. The Work Permit employer must buy medical insurance and, where applicable, work injury compensation insurance and a Primary Care Plan.
- Security bond. A Work Permit employer must buy a security bond for non-Malaysian workers, which covers Indian workers.
Check the current levy rates on the MOM pages linked from the S Pass key facts and Work Permit key facts pages.

### Do you also need to pay for a Singapore visa in India?
Usually not. For the EP, the in-principle approval (IPA) letter is a pre-approved single-entry visa that gives you 6 months to enter Singapore and get the pass issued. For the S Pass, the IPA gives 60 days. Work Permit holders show the IPA on arrival. That means the INR 2100 visit-visa processing fee and the Authorised Visa Agent charge apply to visit visas, not to an approved work pass.

Later costs are worth knowing too. EP and S Pass holders can apply for permanent residence themselves through ICA, where the application fee is SGD 100 per application. A Dependant's Pass for an S Pass holder's spouse and children needs a fixed monthly salary of at least SGD 6,000.

### Budgeting mistakes Indian candidates make
- Converting at a guessed rate. MOM publishes SGD only; check the rate on the day the employer pays.
- Counting only the application fee. The issuance fee (SGD 225 for an EP) comes after approval.
- Ignoring the 2027 salary change. New EP applications from 1 January 2027 need at least SGD 6,000.
- Entering a Work Permit job in Singapore first. Non-Malaysian workers cannot be in Singapore during the application.
- Missing the post-arrival steps. EP holders may need fingerprint and photo registration within 2 weeks; Work Permit holders need a medical examination within 2 weeks of arrival.
