## TL;DR

## Key takeaways

### How does the Japan student visa work for Indian students?
You cannot apply for a Japanese student visa with just an admission letter. The route has two stages, and the first one happens in Japan, not in India.

- Admission. You are admitted to a Japanese university, college or Japanese-language school.
- Certificate of Eligibility. A regional immigration authority in Japan issues the COE. A proxy in Japan can apply for it on your behalf. The Immigration Services Agency gives a standard processing period of 1 to 3 months and charges no fee.
- Visa application in India. With the COE (original, a copy or an electronic COE), you submit your file at the VFS Japan centre that serves your state, under the 'Long Term Stay with Certificate of Eligibility (COE)' category.
- Decision. The Embassy of Japan in New Delhi or the Consulate-General for your state decides. VFS states that it plays no role in the decision.
The period of stay is designated by the Minister of Justice, up to 4 years and 3 months. A COE does not guarantee the visa. You can apply without a COE, but the Ministry of Foreign Affairs of Japan (MOFA) student visa page warns that a large amount of verification documents is then required and processing can take several months.

### Which documents do Indian students submit at VFS?
The core file is short: passport, one visa application form, one photograph and the COE. Each jurisdiction's VFS checklist then adds its own items, so read the one for your centre.

All photocopies must be on A4 paper, arranged in checklist order. Documents you hand in are not returned, except the passport.

If your passport was issued outside the jurisdiction where you now live, add address proof. The Bengaluru checklist, for example, asks for residence proof when the passport was issued outside Karnataka.

### How much does a Japan student visa cost in INR?
Japan sets its visa fee by nationality and number of entries, not by purpose of travel. Indian students therefore pay the same visa fee as Indian tourists.

At New Delhi you can pay in cash or by card in INR, but the Gurugram, Chandigarh and Lucknow drop-off offices need separate demand drafts in favour of 'VFS Global Services Pvt. Ltd.' Foreign nationals living in India pay a different fee: INR 8,650 for a single-entry visa from 1 July 2026.

### How long does the whole timeline take?
Plan for two separate clocks. The COE stage in Japan has a standard processing period of 1 to 3 months. The visa stage in India starts only once you hold the COE, and VFS publishes these indicative times for long-term COE applications:

CentreIndicative visa-stage timeEmbassy of Japan, New DelhiMinimum 5 working daysMumbai10 processing daysPune, Ahmedabad, Goa12 processing daysChennaiMinimum 3 working daysKolkataMinimum 5 working daysBengaluruMinimum 6 working daysThese are minimums, not promises. MOFA says an application is normally examined within five working days from the day after acceptance when there is no problem, but it can take a couple of weeks to several months if extra documents, an interview or inquiries are needed. The Consulate-General in Mumbai states a minimum of 5 working days on its own page, which differs from the VFS Mumbai figure, so keep a buffer before your course start date.

Once issued, a single-entry visa is basically valid for three months, according to MOFA. Enter Japan within that window or you will have to apply again.

### Which VFS centre serves your state?
Each Japanese mission decides applications only from residents of its own jurisdiction:

- Embassy of Japan, New Delhi: Delhi, Haryana, Punjab, Chandigarh, Rajasthan, Uttar Pradesh, Uttarakhand, Himachal Pradesh, Jammu & Kashmir, Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim, Andaman & Nicobar Islands and Lakshadweep. Apply at VFS New Delhi or the drop-off offices in Gurugram, Chandigarh and Lucknow; no prior appointment is needed.
- Consulate-General, Mumbai: Maharashtra, Gujarat, Goa, Madhya Pradesh, Chhattisgarh, Dadra & Nagar Haveli and Daman & Diu. Centres in Mumbai, Pune, Ahmedabad and Goa accept files by prior appointment only from 19 October 2026.
- Consulate-General, Chennai: Tamil Nadu, Andhra Pradesh, Telangana, Kerala and Puducherry. Centres in Chennai, Hyderabad, Puducherry and Cochin, by appointment.
- Consulate-General, Kolkata: West Bengal, Bihar, Jharkhand and Odisha. Centres in Kolkata and Bhubaneswar, by appointment.
- Consulate-General, Bengaluru: Karnataka. Centres in Bengaluru (appointment) and Mysuru (no appointment).
If you already live outside India, MOFA says you apply to the Japanese embassy or consulate for your country of residence, not to a mission in India.

### What mistakes delay Indian student applications?
- Booking VFS before the COE arrives. Without the COE you are on the slow, document-heavy route.
- Treating the COE as the visa. MOFA states that a COE does not guarantee issuance.
- Using the wrong photo size. Delhi, Bengaluru and Kolkata ask for 45mm x 35mm; Mumbai and Chennai state 2 x 2 inches.
- Leaving out sponsor papers for language school. The Delhi checklist asks language-school students for the parent's or sponsor's financial documents.
- Ignoring the six-month rule. After a refusal, MOFA does not accept a new application for the same purpose within six months, except where circumstances have changed significantly and travel is needed on humanitarian grounds. It does not give the specific reason for a refusal.
Japan issued 265,882 visas of all types to Indian nationals in calendar year 2025, making India the 4th-highest nationality, according to MOFA statistics. MOFA publishes no refusal rate for Indian applicants, so treat any 'success rate' you see quoted online with caution. The VFS Japan Delhi page carries the current checklists.
