## Article

Many job offers for Baku reach Indian candidates with a suggestion to fly in on an e-visa and sort the paperwork later. The official rules do not allow that. This page sets out the three permissions involved, who applies for each, and what you can prepare from India. Everything below is as published on the official sources, checked on 15 October 2026. ### What does the ASAN e-visa allow, and what does it rule out?
The ASAN Visa is Azerbaijan's electronic visa, run by the State Agency for Service to Citizens and Social Innovation. India is on its eligible-country list. The standard e-visa costs a USD 20 state fee plus a USD 9 service fee and is issued within 3 working days. The urgent e-visa costs USD 60 and is issued within 3 hours. Both are single entry, valid for 90 days, with a stay of up to 30 days.

The ASAN Visa conditions state that the e-visa does not allow paid work. The Embassy of Azerbaijan in New Delhi also states that it cannot issue or change e-visas. A job therefore has to start from a separate, employer-led application.

### Who applies for the work permit, you or your employer?
Your employer does. The State Migration Service accepts work-permit applications only from a legal entity, an individual entrepreneur, or a branch or representation of a foreign legal entity. Signing a labour contract with a foreign worker who has no work permit is prohibited.

The worker must be over 18 and able-bodied. The job must be a vacancy that no qualified Azerbaijani citizen has applied for and that employment services cannot fill from local labour. That is why the employer has to submit a reference justifying the need to hire you for that specific job.

### Which documents go into the employer's work permit file?
- Application form on the approved sample.
- Copy of your passport.
- Notarized copy of a document confirming your qualification for the job.
- Reference justifying the need to employ a foreign worker in that job.
- Employer documents: notarized charter and state registration certificates for a legal entity, or ID and taxpayer registration certificate for an individual entrepreneur.
- Certificate that you are not a carrier of HIV, Hepatitis B or Hepatitis C.
- Proof of payment of the state fee; the permit is handed to the employer after payment.
Two of these items come from you in India: the qualification document and the medical certificate. Get them ready as soon as you accept the offer, because the employer cannot file without them.

The State Migration Service page does not publish the work-permit state fee or a fixed processing period. Both are set by the Law 'On State Fee', and the processing time depends on the fee paid. Ask your employer which option it is paying for, since that decides how long you wait.

### How long does the permit last, and what if it lapses?
A work permit is issued for 1 year, or for the length of the labour contract if that is shorter. It can be extended each time for up to 1 year. The employer must apply for the extension at least 30 days before the permit expires.

The work visa itself allows a stay of up to 90 days. If you will live and work in Azerbaijan, you need a temporary residence permit in addition to the work permit. If the work permit becomes invalid and you have no other ground to stay, you must leave within 10 working days.

### Who can work in Azerbaijan without a work permit?
The State Migration Service lists groups that do not need a work permit, including:

- holders of a permanent residence permit;
- entrepreneurs;
- spouses of Azerbaijani citizens who are registered in Azerbaijan;
- university professors and lecturers;
- highly skilled migrants working in their field.
This exemption covers the work permit only. It does not change the e-visa rule, so confirm with the Embassy which visa category applies to you before you travel.

### How do you apply for the work visa at the Embassy in New Delhi?
The Embassy of Azerbaijan in New Delhi covers all of India and has no other office or authorised institution in the country. Embassy visas are filled in on the MFA Visa application portal (visaapplication.mfa.gov.az) and submitted in person, or by a representative with notarized authorization, at the Consular Section, 41 Paschimi Marg, Vasant Vihar. Submission is on Tuesdays and Fridays from 10:00 to 12:00, with collection from 15:00 to 17:00. Documents are not accepted by post or courier.

The common checklist asks for the application form, a passport valid at least 3 months beyond the visa with copies of its main pages, two colour photos of 3x4 cm, a medical insurance copy if your host does not cover medical costs, proof of the state fee, and the inviting party's invitation application with a document proving the purpose. The state fee is USD 20 for single entry or USD 350 for multiple entry, paid to the Embassy's account at RBL Bank, Vasant Vihar branch, and is not refunded if the visa is refused.

The Embassy generally decides in 5 to 10 working days; MFA rules set a limit of 15 days, or 2 working days in urgent cases. The purpose-specific documents for a Labor visa under articles 25-34 of the Migration Code are not published on the pages we checked, so email the Embassy at newdelhi@mission.mfa.gov.az before you book anything.

### Mistakes to avoid
- Starting work on an e-visa. The e-visa conditions rule out paid work, and a labour contract without a permit is prohibited.
- Treating the permit as the visa. The employer's work permit does not replace your work visa or the temporary residence permit.
- Late extensions. The employer must file at least 30 days before the permit expires.
- Paying for flights too early. Wait for the visa; if you must show travel plans, a verifiable flight reservation avoids buying a ticket before the decision.
Yatra For Fun's India office in Gurugram prepares flight reservations, hotel bookings, travel itineraries and cover letters for visa files, with packages from INR 1,000 (flight reservation) to INR 3,000 (reservation, hotel, itinerary and cover letter).
